If I were to use CMD to access my ftp server, how secure is that information over a public network, like at a school or what not?

Totally unsecured. Any use of an unencrypted public network is breachable. I do not think the chance is slim that someone is listening. It is common for hackers and other cyber criminals to troll public networks gathering anything they can find.
