I have no idea where on the Internet I can ask this question, so if Tom's Hardware isn't the appropriate place but you know of a good forum to direct me to, please do.
I'm having a hell of a time with the coax outlets in my new house. I've taken off the "faceplate" and seen something like this in 2 of the outlets.

To this amateur, it looks like the previous owners were installing outlets but not actually hooking them up (to make the house more appealing, I guess...). I want to make sure that is the case though.
So my question is, is there any reason what-so-ever to have two coax cables going into a single outlet with only one hooked up?
(Yes I've tested all the cords I could see in the basement, and yes there are just as many cords as outlets, but I could only get 2 outlets to work by hooking things up)
