Well I played around with it and here's what I came up with.
1. Nothing in the manual on "Mods".
2. The Mods menu is only found in the Multiplayer menu.
3. Some mods are really only multiplayer maps; they show up as new maps
when you go to host a game.
4. I was able to d/l a single player mod and it worked fine. All I did
was unzip it into the CoD\Main dir and then start the game. The mod
changed some weapons, A/I, added blood, and removed the X hairs.
5. One of the single player mods that I d/l didn't do anything. It might
be because my version of CoD is v1.3? That or the mod is for the Expansion
pack?
BTW Are you trying to run multiplayer maps/mods, or single player mods?

Installation:
1. Unzip the user_no_music.pk3, user_skins.pk3 and user_BtCoD.pk3 to a
folder of your choosing in the Call of Duty main directory, make a copy of
the desctop icon and add the target line +set fs_game *your folder*
(c:\games\CoD +set fs_game BtCoD) to it.
OR
2. Unzip the user_no_music.pk3, user_skins.pk3 and user_BtCoD.pk3 to your
Call of Duty /Main folder and run the game.
If you want to keep the music in the game, don't install user_no_music.pk3.
