Cod4 Glitch/Sudden Lag spikes

Every 10-20 seconds, I get these weird sudden lag spikes that make like a fart-like noise sometimes. I don't think it is my video card but I could be wrong. I have a GTX 650ti and I can play it on max 250 fps constant. I even turned down the fps to 125 and it still did this lag spike thing. I don't really know what is happening.

I reset my connection(its multiplayer) and switched the usb port its plugged into(its a wireless usb adapter). Earlier, our internet went completely down for like 20 minutes and then it came back on. Also, I opened up my computer earlier to see about adding some more fans and I unplugged a few things and put them back but I don't think that would've done anything to my graphics card

Change Config, make sure that vsync is off and dual card is off two. Ive seen some related problem years ago, it was a config setting issue, if anything renstall cod4. It only happens in cod4?
