Code 43 on Graphics card.

I recently built a computer, everything is working fine except the graphics card. In device manager, it is showing a code 43 (windows will not let it run). I have updated the drivers multiple times and updated the windows to date. I thought it would be a hardware issue, but I did a clean install of windows and installed the drivers again; then the graphics card did not show an error. It was running fine. I restarted the computer, and the code 43 came back. Is this a windows problem? Any suggestions?

Windows 10 home
CPU: Intel Pentium G4400
GPU: Powercolor Rx 560
MOBO: Gigabyte GA-H110M-A
RAM: HyperX Fury 8gb 2400 DDR4

Code 43 its a hardware issue either its the GPU or the PCI-E port
only way to find out is that try testing the GPU on another PC
