Question Code 43 RX 470 8GB XFX

Hey guyz, i'll start with the most important thing.. The BIOS on the card IS STOCK so save your time..
GPUZ reports 8192MB ram, reports correct number of TMUs, ROPS, shaders but shows NOT a memory bandwidth, pixel fillrate and texel fillrate.
Edit: no short on 3.3V rail.
No hot or burning parts on board, checked triple times.
Any ideas??? I've run out of my old knowledge.
THIS IS 100% HARDWARE ISSUE SO PLEASE DO NOT WRITE DDU, REINSTALL, NOT THIS <Mod Edit> PLEASE.

I doo not sea the point in this since my rx 6600XT runs great with it but ok :/

16GB DDR4 3866Mhz CL16
Ryzen 5600X
4TB WD GOLD 256MB cache
B550M-ds3h latest bios, uploaded yesterday
Forgot to mention that that 470 has no video signal on any output
