I have an XFX R9 390x in my pc which is emiting a whiny noise when I game. The noise is there briefly when i start up and then in games. If I tab out of the game the noise disappears. Its not jet engine loud but its constant and gets annoying after a short while.
I disconnected each of my case fans one by one to double check that they were not the source of the issue. I also took the side off the case, while in a game, and had a listen. While it is hard to be 100% sure , I was 99% sure it was the gpu causing the issue.
I RMA'd the card and put in a replacement card. This card did not have the issue initially but it developed within an hour or so's use.

Not sure if this is a waste of time or a good idea.
Would it be fair to say that it unlikely that both cards had the same issue and after some reading it appears the psu could be causing the gpu to whine. Is that correct?
I tried under watting the GPU in the AMD software and this seems to remove the issue but I dont know if this will adversely impact the card. If I limit the FPS to 40 or so there is no noise. Normally the FPS is capped at 120. My monitor is rated up to 144 but I didnt see any difference in Warcraft between 120 and 144.
PSU is a EVGA SuperNOVA 750W PC Power Supply - Gold. I should be well within the wattage required for my system with one GPU and an I5 4690k OC'd to 4.3 using 1.3v.
3 case fans
CD drive
SSD
HDD
No other items drawing power.
Could it be a slightly defective PSU causing this issue?
Any thoughts on how to fix this issue? Happy enough with the card otherwise, temps are high but my new case and better airflow has left me with high 80's while gaming.
