Hello everyone,
So I just put up my main build.
750 watt corsair PSU (almost new)
4070ti from MSI (New)

And I am definitely hearing coil whine from the PSU, not the GPU when the PSU is under load. The PSU is plenty for my build which includes a Ryzen 5 3600x and no system fans.

I wonder what this might be, but I really don't know.

Also, maybe this might be useful info:
before assembling the build with my previous, now dead SF600 PSU, I saw sparks on the motherboard trying to turn it on. Then I jumped started the PSU, and heard clicks and saw that the PSU wasn't spinning its fan (I guess it went to protection mode or something.)

And also, does the whining go away with time?
Any ideas?

Coil whine isn't dangerous or a sign of any problem. It can happen randomly with really any PSU, and there's nothing I'd recommend to do to fix it.

Coil whine is very unlikely to go away with time.

I would just ignore the coil whine if you can, if not try contacting Corsair support.
