Question Coil Whine

I recently built a PC and have encountered an annoying high-pitched noise I expect to be coil whine. It's noticeable from across the room with the panels on. The noise occurs equally at idle load and at high load. I know it's not the case fans, CPU fans, or GPU, as I have tested without the case fans and CPU fans on, and the GPU made no noise in my previous system. If it is the PSU I can fairly easily return/RMA or buy a new one, but I'd rather not have to buy a new motherboard and rebuild the system. Are there any BIOS settings I could tweak to reduce/eliminate the noise if it is coming from the mobo?

cpu - 7800x3d
gpu- 3080 strix
mobo - gigabyte x670 aorus elite ax
cooler- deepcool ak620
PSU - Corsair RMx 850w (CP-9020200-NA)

Take the back of almost any TV and you might find hot glue connecting a group of capacitors. That's a fix for capacitor noise. No one stopping you from doing the same. (Usually around 15KHz, sometimes mistaken for tinnitus).
