My cpu overclock is very stable at 3.95 ghz with a +.258 vcore offset. (bad b450 board doesn't allow for fixed voltage or llc). For some reason every time I cold boot my pc, and I go into bios before it tries to get into windows, I check in pc health, and it says only 1.14 volts are being applied to my cpu, even when the voltage offset doesn't change. This makes it so I have to restart my pc, for it to actually apply my vcore offset, and once I go back into bios it says 1.404 volts, which is good. TL;DR bios doesn't apply voltage settings after cold boot for some reason. I know it is not resetting to auto voltage, because the auto is much lower than 1.14 volts.
