Unfortunately there isn't a great way to do that. You will have to move all of the data off of one of the partitions then extent the other partition to include the now empty space. Then you can add all of the transfered data back onto the drive. Just make sure you remove the data from the partition that is the later of the 2 on the drive. That will cause you fewer problems.

Example:

250GB HDD -
Partition A (partA) = 50GB windows partition
Partition B (partB) = 200 GB programs/files partition

Step 1: move all files on partB to external HDD
Step 2: use disk management in Windows to format partB and extent partA
Step 3: move files from external back to HDD (now one partition)
Step 4: reinstall programs installed on partB (yes it stinks but it is slim to none that windows will find all of the correct files for any programs installed on the moved partition)
