Building a PC is very simple. USAF is correct in saying a 12 year old could do it. If a 9 year old had the patience I'm sure they could also. There are class's for PC technicians.
I think core i3 would be a better option for the student because it has all necessary things which is suitable for college student. The student can save his documents in it, can run video and audio in it plus he can also browse for educational websites like Wikipedia. The best thing is that it is not very costly.
