Color Cartridged Silver Foil Removed

I would like to know if there is a way to get this silver foil back
onto the color ink cartridge. I am using a HP 832C (#23 color
cartridge). The cartridge is brand new, just out of the box! When I
went to take the protective tape off the little square piece of silver
foil came with it. I have had this printer for about 5 or 6 years now
and have never had this happen.

We are in Africa and I do not think that I will be able to get my money
refunded or the cartridge replaced. Is there any other option for this
cartridge? (ie. putting the foil back on, etc.)

Was this an original HP cartridge? If so check the warranty date as shown at:
http://h10025.www1.hp.com/ewfrf/wc/genericDocument?lc=en&cc=us&docname=bua02014.
If the cartridge is still in its warranty contact HP for a replacement as shown
at: http://welcome.hp.com/country/us/en/wwcontact.html.

There is no way to replace the nozzle plate if it has become dislodged.
