color separation problem

So for a long time now I have been having an issue with my display going haywire. It is easier if I just show you what it looks like rather than trying to type out a description so I uploaded a screen capture to YouTube. So I also sent the YoutTube link to a friend to see if he knew anything about it. He says there is no color separation in the video which leads me to believe the issue is not my machine, but a problem with something after the signal leaves my video card. Bad cable, converter, or my TV just isn't compatible. It used to work fine though. Weird.
