Colorful iGame GTX 960 Fans Not Spinning

I bought a Colorful GTX 960 and realized that the fans were not spinning
I have seen some posts that say that the fans only run when the graphics card is at a certain temperature
Is there any way to change this and keep the fans running continually?

MSI afterburner or EVGA Precision X will allow you to make a custom fan profile so you can have the fan spinning even at low temperature. You decide at what temperature the fans speed should be at. However, the max fan speed I would advise would be 40% for a GTX 960 but its a guideline.
