I would start with device manager and see if usb is there and working properly. If you have a device in Other Device (or something like that) in alert/exclaimation mark on it - this could be your USB controller waiting for drivers. My USB3 chip on my motherbd is supported natively by windows and thats what it gets listed under until I load its drivers.
If you dont see it in device manager I would check the bios next and make sure its enabled.
