Comcast Installation Fee

For a few months now, I have been trying to decide what internet service provider to use at my home. I live in a somewhat rural area, and so services such as Verizon Fios have not reached me. While Verizon has failed to reach us with Fios, Comcast is available where I live. Sadly, they said that reaching my home would require an extension of their network, and cost me roughly an additional $1500 in install fees to cover approximately 700 feet. When met by the technician before receiving this letter from Comcast, he said that he would have to dig up my gravel driveway to lay a conduit. My question, mainly, is there any way I can reduce or remove this excess $1500, or is it there no matter what?

Also, I have looked into the cabling I have heard that they use and am positive that the cable will fit in a conduit I have already put into the ground myself. So, also, is it possible that I could install the cable myself, or are there other things needed besides the cable itself to go a distance of 700ft?

P.S. I can't stand living with the unreliability of Verizon's dsl, and services such as Hughes net and a 4glte card are out of the question for various reasons.

They may allow the use of your existing conduit, depending on what other things are in it. If you have AC power in that conduit, they probably won't want to use it. If it is only low voltage cabling (ethernet, etc) and a pull cord then they may accept pulling through your existing conduit.
