Command Prompt Popping Up

hi iam new here , i am windows 8.1 user , 64 Bit , and i want to ask this , "how to fix cmds auto popping up and administration utility stopped working"
when i turn on my notebook , command prompt popping up and the command downloading a file and idk what it is.
