Question command run no work

I upgraded from Windows 10 to Windows 11. If I want to open the run command as administrator, it gives me the error below.
I've tried all kinds of tutorials, nothing works. sfc /scannow, all with Dism /Online /Cleanup-Image /ScanHealth, Dism /Online /Cleanup-Image /CheckHealth etc
Anyone help me?

I upgraded from Windows 10 to Windows 11.
Using the internal upgrade path? if yes, you're advised to reinstall Windows 11 after creating a bootable USB installer for your OS since the internal upgrade path tends to corrupt some or most of the OS/drivers/files.
