Common desktop for all users on a system

Can anyone suggest me settings for applying a common desktop for all (
domain/local ) users.
How to set it in windows xp & windows 2000 environment.
Can we make any security template so that no one can change the
background/desktop wallpaper.

or you could create a share, drop your common desktop in it, set the
permissions on the share as read-only to users, then use group policy folder
redirection to direct everyone's desktop to that share. then you can still
use other features of roaming profiles, or not set it up if you're not
required to.
