Yes, you can use the changelotzoning cheat.
Overview: You need to start your lot as a residential lot, pick out the
items you want to use, then change it to a community lot.
1. Place and enter a residential lot.
2. Pick out the items you want to use. You don't actually need to build
anything at this stage - I'm not sure it makes a significant difference if
you do.
3. Get the cheat window up.
3. Type: changeLotZoning community. Press Enter.
5. Exit to the neighbourhood, saving the lot.
6. The lot should now be a blue community lot.
7. Re-enter the lot and you should now have the community build and buy
catalogues available to you. Remember to include a pay phone and a litter
bin. You can delete the rubbish bin and mailbox from the residential lot if
you want (I usually keep the rubbish bin).
Lots have to have certain items on them in order to work properly. For the
community lots this is the public pay phone (at least one) and the litter
bin - you can buy both of these in the object catalogue and I think it will
work ok if you just place them on the lot from the catalogue (rather than
generate them with the lot). Residential lots have to have the mailbox and
the rubbish bin (trash can if you're American). You can't buy these in the
catalogues and they only generate on a lot when you place it for the first
time - at least in my game they do. So if you want to build a residential
lot with community items on them (let's say a payphone for communal areas in
a block of flats), you need to make the lot residential first even though
you do nothing on it except go in and immediately change it to a community
lot in order to get the community build/buy catalogues. Creating the lot as
residential first will generate the mail box and the rubbish bin and they
will still be available to you when you finally change the lot back to
residential. If you don't do this, the lot will not function properly as a
residential lot. Incidentally, you can start up a new dorm lot as a
residential lot straight away because a dorm is just a specialised
residential lot.
Finally, when you type the cheat, it's probably a good idea to follow the
capitalisation as shown - for some people it makes no difference but for a
lot of others, the cheats are case-sensitive and if you don't get it (and
the spelling) right, the cheat won't work.
