Compaq EVO 310 pentium 2.8 runs at 1.4 Gb ? also cant find motherboard jumpe

I have Compaq EVO 310 ; pentium 2.8 but it runs at 1.4.Mb win XPpro sp3

You're getting your GHZ and Mb mixed up. Are you saying you have a Pentium 4 Processor 2.80 GHz and it is only running at 1.4GHZ? Where are you getting this speed indication from? It is possible the CPU is throttling down as it is suppose to do when not needed.
