Compaq presario f700 not booting

Hello,
bios reporting NO TPM OR TPM PROBLEM exact words from screen,also black screen with OPERATING SYSTEM NOT FOUND..this is not hard disk failer i have tested it in another computer

my laptop is Compaq Presario CQ45, AMD processor, 2g RAM, 360g HD.. start using in Jan 2009, but now having same problem with you..

when i switch on the power button, only the white led blinking for a long time. It never display anything on the screen..

I've test to replace RAM and Harddisk.. but still no response.. huhu.. is it motherboard problem???
