Unfortunately, the 9900k is a beast to cool. So the 240mm liquid cooler you picked is not enough, rather than too much.
look for a 280mm or preferably 360mm if your case supports it.

A 250gb SSD for windows is a little small. A slightly slower but larger drive like an Intel 660p 512gb or Crucial P1 500gb would be more livable.
