Keep in mind that an HP Pavilion is not intended to be used as a gaming PC. They are throwaway computers that have limited upgrade options. Whatever it has in it now, is probably all it will ever have. You might be able to put in another 8gb of RAM (recommended) but that will probably be as far as you will be able to go with it. The BIOS in such machines usually has most of the options locked compared to what you would get on a retail motherboard and they typically will have only 2 RAM slots. It also may not support every processor that will fit in the CPU socket, now or in the future. The power supply may also be too weak for a high power video card and may not have enough of the right type of PCIe connectors, either. Swapping power supplies doesn't work on a lot of prebuilts like that, either, because they deliberately use non standard connectors or voltages so an ATX power supply won't work. They want you to buy a new computer instead of upgrading it forever, so they use parts that are not compatible with industry standards. The motherboard may not even be a standard size. You might think an ATX or mATX board will fit your case until you actually try it and find out the motherboard that it came with is wider or narrower, or longer or shorter, or that the screw holes aren't in the same places than any industry standard motherboard size.

The Cyberpower may be the better buy here because of the nightmares it will avoid later.
