Comparison of These two PCs

READ THE WHOLE THING BEFORE YOU ANSWER

I need help deciding which PC is better or will run just as good as the other. (My focus is not having people rag on me for my Hard drive size not being good enough or other things irrelevant to performance. I'm also not focusing on changing or overclocking CPU, unlocking or upgrading anything). So basically I need a AS-IS comparison of these two PCs (performance wise):

here are the specs for each PC:

PC 1

CPU: Intel Core i5-4460 3.2GHz Quad-Core
Motherboard: ASRock Z97 Extreme3 ATX LGA1150
RAM: G.Skill Ares Series 8GB (2 x 4GB) DDR3-1600
Storage: Kingston SSDNow KC300 120GB (for OS) and Western Digital Caviar Blue 1TB 3.5" 7200RPM
Video Card: MSI GeForce GTX 970 4GB Twin Frozr V 1.14Ghz
PSU:Corsair CX 600W 80+ Bronze Certified Semi-Modular ATX Power Supply

CPU: Intel Core i5-4460 3.2GHz Quad-Core
Motherboard: ASRock H97M-ITX/AC Mini ITX LGA1150
RAM: G.Skill Ripjaws X Series 8GB (2 x 4GB) DDR3-1866
Storage: Western Digital Caviar Blue 1TB 3.5" 7200RPM
Video Card: Gigabyte GeForce GTX 960 4GB 1.22Ghz
PSU:Corsair CX 600W 80+ Bronze Certified Semi-Modular ATX Power Supply

PC 2 is obviously better - hence why it costs $300 more. But there are issues with both of them. For one thing, the power supply could be improved upon with a higher quality unit. Corsair CX has bad capacitors, so it's better to get a higher quality unit. The XFX TS 550W is a good unit. Secondly, that motherboard does not support 1866Mhz RAM so buy 1600Mhz RAM. Third, water cooling is pointless for an I5-4460 because you cannot overclock the processor, and it already is a very cool CPU. You probably won't need the extra fans, and it looks nicer to buy the same fans that come with the case.
