Wanting to get an i5 9400f in place of my i3 6100.

Rest of my parts are:
Gigabyte GA H170 D3HP mobo
x2 Gskil 8gb ddr4 ram
Zalman ZM 400 GVN
Nvidia Gtx 950 2gb

What other parts would I need to change /upgrade to have it all be compatible with the new cpu?

This makes no sense. The older i5-9400f with a b365 board will cost about $235 and give you 6 cores / 6 threads.

You can get a new Comet Lake i5-10400 with 6 cores / 12 threads and a B460 board for about $280.

Use of your exisiting RAM with either system depends on compatibility.
