Compatibility in Intel i3-4160 and GeForce GTX 760

Hey guys, I have a question. Would using an i3-4160 and an Nvidia GeForce GTX 760 gpu make for sloppy performance?

Specifically, my mouse moves sketchy across the screen if I load up a new window on google chrome, if I'm downloading anything (in which case, it's persistently sketchy in movement, almost to the point where it barely moves) or if I'm doing anything that takes cpu usage.

I was working with a GeForce 8800 gpu and a processor that wasn't nearly as high in ghz as to what I have now (2.1 or lower to me now having 3.59ghz) and yet, I am getting an even more crappy performance than what I had before. How is that possible? Any information would be much appreciated, thank you all so much!

I'd also like to note that if I'm downloading anything, the sketchy mouse movement carries over to any games (currently Skyrim) I might play, so that's why I'm thinking it's a processor issue. But I don't see how that can even be the case seeing as they're both significantly better than what I was working with before.
 
The power supply is a 650w thermaltake, which should be more than enough to power the system. This is also my first build, all brand new hardware. I didn't put it together myself, the guys at the local computer shop did (I didn't trust myself to, haha). I reinstalled the gpu drivers, but it didn't seem to help much. If I'm not downloading anything, the sketchiness isn't as noticeable whilst playing a game, but give the cpu another task and it sketches out. Why is this upgrade feeling like a downgrade?
 
I can see that an i5 or i7 would be better at performance, but as far as the very basic usage? A mouse moving smoothly across the screen? I had less advanced hardware before this build and it ran better. It ran skyrim better. With those specs, skyrim should be able to run ultra-high without any sketchiness. 150w over the recommended wattage shouldn't be causing that kind of an issue.
 
Solution
Hey guys, the sketchiness of the mouse movement has been solved when I decided to ditch the mouse/keyboard combo I had before and just buy a new set. I'm not sure why the old mouse and keyboard were performing as they were on the new build. Probably just old hardware. Anyways, that had nothing to do with my rig. A simple purchase of a new mouse and keyboard solved all of my problems.
