Question Compatibility question for components/parts of a mining rig

COMPATIBLE QUESTION: MOBO, PROCESSOR, RAM...

assembled rig not starting:
connected the parts -
a. processor-cpu to mobo
b. heatsink-fan to cpu(connected-to-mobo) using DIGIFLOOR 10g Grey Heat Sink Compound Thermal Silicon Conductive Grease Paste for PC CPU GPU Chipset Ovens Cooling
c. connect ram to mobo
d. connect connect gpu to mobo
e. connect psu to mobo both pin/s power and atx
f. connect gpu to psu using respective cables
g. connect cpu-fan to power on mobo, connect keyboard-mouse to usb port on mobo
h. connect power cable of psu and to the power outlet switch
i. switched on the switch/s for the power outlet and also the psu
j. mouse glows but no start of cpu fan and gpu

Intel Core i3-9100 Desktop Processor

Motherboard -
Biostar TB360-BTC PRO 2.0 Core i7/i5/i3 (Intel 8th and 9th Gen) LGA1151 Intel B360 DDR4 12 GPU Mining Motherboard Upgraded Model

RAM -
Crucial Ballistix 2666 MHz DDR4 DRAM Desktop Gaming Memory 8GB CL16 BL8G26C16U4B (Black), 5 inches

PLEASE DO LET ME KNOW IF THESE PARTS ARE COMPATIBLE WITH EACH OTHER FOR A RTX 3080 GPU MINING RIG, WITH 1200 W ASUS THOR ROG PSU

changed the ram to:
Crucial 8GB DDR4-2666 UDIMM
result: nothing happened. everything still the same.

reading a post.

now it seems to change the cpu,
a post says change it to:
Intel® Core™ i5-9600KF Processor (9M Cache, up to 4.60 GHz)

for,

motherboard (mining) Biostar TB360-BTC PRO 2.0 Core i7/i5/i3 (Intel 8th and 9th Gen) LGA1151 Intel B360 DDR4 12 GPU Mining Motherboard Upgraded Model

should i go ahead and change the cpu?
