Now considering the PC you listed I can say that the Noctua NH-D15 is overkill (but I will love to have one for my R5 3600 jajaja), but BIG BUT!, if you wana have an air tower cooler that...
So...., you think i should go for the Liquid Cooler or risk with the Air cooler ?

I can not tell you what I think about liquid or air cooling because I have no clue what do you intent to cool.

Now if you wana list down the component list (Motherboard, CPU, RAM, GPU, Power Supply, etc.) of your PC or soon to be PC maybe we can give you an idea/opinion of what we will do if we were in your place.

Without knowing the pc components is imposible to help you.

But I can tell you one thing the Noctua NH-D15 cooling performance can sometimes (it will depend on other factors like the rest of the pc components, room temperature, case fan configuration, etc.) be compared to even low end 360mm radiators.

Then again, it will be great to know what kind of PC you have, or you plan to build and what are you gona use it for (gaming, working, streaming, content creation, a combination of those, etc.).

Now considering the PC you listed I can say that the Noctua NH-D15 is overkill (but I will love to have one for my R5 3600 jajaja), but BIG BUT!, if you wana have an air tower cooler that you can keep for many years and to be able to use it even with high end parts as the R9 3000 or 4000 later on, then I would said the Noctua is a great choice (one of the best air coolers right now, not only performance wise but installation and noise wise too).

As long as your case have 2 or 3 intake fans on the front and at least 1 exahust fan at the back (you could add 1 at the top too later on) you would be able to cool any cpu with the noctua NH-D15.
