Compatible, best response computer

Hi,
I would like to hear from you what would be the best buy MB for my i5 4430 processor, memory Kingston 2*4GB, having in mind that I am not gamer, only what I want is speed (best response) and silence. I had Asrock B85 Pro4, which is burnt now. As 2. I would like to change CPU cooler (silence is most important). 3. My PSU is Corsair VS 550W (ATX), but I would like to change case as well to be as smaller as possible (If I could put it in mini case or HTCP it would be perfect).
I have three hard discs, two of them are must for use, coolers in case preferable, Fast Ethernet (I have 70Mb/s)HDMI, no CD/DVD. My budget is 200+.

Finally I would have a question: If I change my MB, will I still have Windows 10.

I found this as option but there is always better advises from professionals

I just wanted to put I little input in here, not sure about some of the stuff, the (cooler, or case) fans are more important than the cooler itself, use 3 or 4 pin fans, don't use a molex adapter, AND GET A SSD! It will help so much with speed in general, put your OS and main programs on there.
