Complete access USB external in win 7

Recently changed PC's and OS and seemingly lost access to my 160GB external. No audible sound at plug in nor evidence in my computer.
I do see it when I go to control panel+devices
Please advise and thanks

Is your external drive powered by the USB port only or does it have an external AC power plug?

Some USB ports don't have power, or do not supply enough power to run a peripheral.

Have you tried all available USB ports on the computer with the same result?
