Question Completely new build, computer will not start.

I need help, I'm a new builder starting from scratch. I've gone step by step but I may have missed something because my computer is kind of held in limbo.

1: Motherboard lights up, no led debug code, no POST beeping
2: fans are not lighting or spinning
3: gpu is not spinning,
4: power supply isn't working
5: no display output
6: RAM isn't lighting up

I've tried...

1: reseating the CPU
2: installing the GPU
3: returning and buying the compatible RAM to the motherboard
4: only using one stick of RAM on the second slot
5: Clearing CMOS
6: Removing and reconnecting everything to the PSU
(I don't have another PSU that's the same capacity as my new one)
7: Switching HDMI cable from motherboard to GPU and vice versa
Specs:
Motherboard: ASUS ROG X670E CROSSHAIR HERO
CPU: Ryzen 7900X
CPU Cooler: corsair icue h150i elite capellix lcd display
RAM: CORSAIR Dominator Platinum RGB 32GB (2 x 16GB) DDR5 6000 (CMT32GX5M2D6000C36)
PSU: ASUS ROG THOR PLATINUM II 1000W
GPU: Nvidia RTX 4090 Zotac AMP AIRO EXTREME

What am I doing wrong? What is messing up here??

recheck cooler install and bord manual you miss a part on the process ad made sure there is not and on and off switch to psu .
I did try Corsair's way of putting the connector on CPU_FAN and ASUS's way which was put the AIO connector on the AIO_PUMP. Same result for both ways of installation

If the power supply isn't working, then nothing else will work either.
