I want to do a white build, but I can't quite finance a Galaxy PC GTX780 Hall of Fame edition...

here it is 😀 white case, white ram, a white gtx 770, white led fans, but the motherboard isnt white, but that doesnt even really exist.
It looks like you may be out of luck... The Galaxy HoF card seems to be the only card on the market that comes with a white PCB. If you could settle for a card with a black PCB and watercooling is an option, you could look at the Kraken G10 cooler by NZXT. It could look something like this:
