Will this build work: NZXT phantom 410 case,MSI Z97 G45 motherboard, I7 3770k, GTX 970, VS 650(psu),h100i(water cooling) and 8gb ram

That won't work. You have an LGA 1155 CPU and a LGA 1150 motherboard. What's your budget and where are you? We may be able to suggest better alternatives.

Liquid cooling is not necessarily needed even to overclock that CPU strongly.

The i7 4770K WOULD work. It is LGA 1150, but then I would question your parts choice, if you are in the USA. I'm guessing from your PSU that you are not in the USA.

Although it will run, I would not use that PSU in your build. I would want something much higher-performance (not higher power or higher efficiency, higher performance)
