I have a AsRock B250M, G4600 and dual 2x4 2400 Ram. I can swap the Ram and CPU +$40 for a i5-7400 and Hynix 1x16 2400. I do not game or OC. Multitask Yes. Is that a good deal ?

with newer intel and amd cpu always use two matched dimms. if not your ram speed is slowed down. going from a g cpu to and i5 will help your pc play games better.

So the 1x16GB is 2400. It will run slower just because it is single and not dual ? I do not game or OC. It is rated at 2400 as a single stick.
