computer applications windows

i am unable to open applications such as word and Skype i have windows 7. also the blue circle is spinning on my internet bars but my internet is working.i cant open iTunes ether,but my main problem is that i don't understand why the blue circles spinning on my internet bars when i clearly have internet and Google is working. when i try to trouble shoot a message comes up saying unable to trouble shoot.
