Computer auto-restarts before beginning to boot windows

So after failing to install my Corsair RGB 70 firmware, I decided to restart my computer to see if that fixed it. I was greeted with a "failure to boot" screen in my bios. I clicked on proceed to boot, and thus it did... and will indefinitely.
Now if I turn my computer on, it just boots to my motherboard screen (not even my BIOS .I cannot access them,) and then turns off and back on. It keeps repeating this until I cutoff my power.

16 GB DDR4 RAM
Gigabyte z170x Gaming-5
Corsair 750W PSU
i7-6700k OC at 4.5GHZ
GTX 1080

OH, and on the first time this happened, I was granted with the error message on this motherboard screen that read:
"BlInitializeLibrary failed 0xc0000009a"
Any help would be highly appreciated.
 
Solution
1| You can try remove the CMOS battery from your motherboard for 15 minutes before replacing it to see if the issue is averted.
2| Your board also has DUAL BIOS feature, there should be a dip switch to access your secondary BIOS off which you can work on stabilizing your system.
3| Might I ask of your full system's specs inclusive of your OS and connected peripherals?
