Computer Black Screen When Starts

My system:

FX 9590
R9 290x
16gb DDR3
256gb SSD Windows Drive
256bg SSD Storage Drive
Corsair RM1000 Power Supply
ASUS Sabertooth 990fx Rev 2.0 Motherboard

Whenever I start my computer it always will begin to start, my motherboard logo flashes as normally, then before windows begins to boot the screen just turns to a grey color and I cant do anything. If I flick the power switch on the power supply off and on the system will boot normally but all my desktop icons are scattered. Also, it works if I load optimized defaults in the BIOS the computer will boot up normally maybe 3 times before it starts doing the grey screen again. Thanks for the help.

Maybe the PSU is failing?

If the scatered icons are in the upper left square maybe the graphic card is failing maybe due power and force a resolutions change or something like that.

Monitor the voltages to check if you have improper values.

I ran heaven benchmark at 1440p for about 5 minutes. The core voltage stayed at around 1.141v and after about 3 minutes into the benchmark my second monitor started cutting in and out. My second monitor has been cutting in and out ever since I started having the boot up problem but this time it will stay on for about 3 seconds and then completely cut out until I turn it off and on again but only lasts about 3 seconds again. The GPU was staying at 68 degrees Celsius at 1000Mhz. Everything was ran at stock speeds.
