Computer blue screens at start up New Build

I have recentl built a new computer with the following components
FX9590
Gigabyte 990FXA UD3
Gigabyte R9 290x
1000w PSU
500GB SSD
16GB DDR3 1600 Ram GSkill

The computer starts up and I can go to BIOS but as soon as it begins loading windows it blue screens and after will try to repair it, but doesnt. The SSD I am using to boot from has a opertating system already installed on it. I have not been able to get the error code from the screen because it shuts down completely before I can read it. I also used this ram from a previous computer as well as the SSD that I am trying to boot from that had no issues. Any insight would be appreciated.

What was the previous board? Was SATA set to AHCI or IDE on the previous build?
I think that it would be good to reinstall Windows.

It was also a SATA board, older though. 760g chipset Asus board came with a pre built PC Essientio CG1330. I did purchase windows 8.1 and had orginally intended to run that but had second thoughts of having to install everything again.
