Computer booting into bios and restarts once shutdown

I put together this computer for my dad but i'm having problems with it. When i turn it on it boots into this black screen which prompts me to press f1 to then go into bios. picture: https://imgur.com/a/GyKQT5K Additionally when i turn the computer off, it use to restart however after reading how to prevent that and taking action, it now just states upon shutdown "getting windows ready, do not turn off computer" and never turns off.
Specs : GPU: 780 ftw CPU: i7 2600k @ 3.4, 1tb hdd, asus maximus v formula, 8gb ddr3 ram.

go in bios and check settings also if if restart on power lost is on disable it and if system strat then stop without restart check psu and did you have standoff between board and the case in .

Hi, im extremely computer savvy, so what am i checking for in the bios settings? i already have the auto restart under system failure disabled and it will not shut down now. Yes, i built the computer a while ago however, i'm pretty sure i put those in between the board and case.

hoe old is the hhd see if you could try another one something making a short and made system restart .

the hdd is a couple years old, i tried another one and its still giving me the same screen https://imgur.com/a/GyKQT5K
It also restarts since i don't have the auto restart disabled under power failure.

check your bios battery board is from 2012 and see if you could find date and time in bios if it is current one what psu you have .

I apparently had another battery so i just replaced it. It boots up now however when i shut it down, it still restarts.

after i click shutdown, my pc restarts, i have tried most youtube tutorials and did things like turn off auto restart under system failure and other things like troubleshoot the pc.
