Computer boots but no BIOS

So a couple months ago my 4 year old custom built pc started to BSOD. I later deduced that my gpu's fan was busted. So I switched to a laptop while I ordered some replacement gpu fans. One month later I got the fans and replaced them. Plugged the gpu back into the rig and yay both of the gpu fans spin.

However, now my computer won't BIOS or display anything. Everything turns on, all the MOBO leds light up, it just won't get to BIOS. My keyboard also gets power but the lights just kind of stay on and don't turn off signaling no BIOS (I think).

Things I've tried:

- reseated gpu
- reseated ram sticks 1 at a time
- reseated psu cables
- clearing cmos via removing battery for 10 minutes
- tested different PCIe ports
- tested different gpu outputs
- tested different gpu that worked with the rig when I built it, now doesn't work
- removing mobo from case for barebones boot
- tested monitor with laptop
- yes the monitor is on the right input
- different wall power outlets

So I have no idea what it could be. I read through about 30 threads and some people say this can be a problem with a bad psu. I don't see why this would happen because my psu was unused (unplugged) for a month.

I suspected originally I must have damaged the gpu when repairing it but my other gpu doesn't work either. They could both be broken but it's unlikely.

I would love to test another psu or mobo but I don't have one. In addition I don't have a mobo speaker to listen for error beeps.

I'm pretty broke and live in a rural town so if there's anything hacky I can do I'm open ears.

970a-g46 mobo is one of the cheaper made models available. It is certainly possible it has gone bad.

The part number of your memory is listed as a single, which is not guaranteed to be compatible when combined with another single. You may want to try testing with one module.

Matched pair is BLT2K8G3D1608ET3LX0.

When combining two singles, the memory may be unable to operate at rated specification as the stress on the memory controller has increased.

I've had these two stick in the build soon after I built it. But what you're saying having this combo could cause damage to the memory controller :(. Just to confirm the memory controller stress wouldn't be the ram itself but the mobo? So if I later deduce that this is the problem I'd have to switch my ram also? I'm in the process of getting a mobo speaker so I can test for error beeps.
