Computer boots for a second then shuts off.

Ok, so I had my newish (some parts were used from old PC, like my TX650) PC working a few weeks ago, and after getting Windows 7 installed, I left it on overnight to install some games. I woke up to find my PC off, wondering "WTF?". I turn it on and POP, POP. I panic and try turning it on again, and all I get is fans and lights for a second or two then nothing. After searching on the internet for a while I assume that the culprit was the PSU, so I sent it back and waited weeks for Corsair to send me a new one. I just received it today and the same thing is happening, I turn it on, fans and lights for 1-2 seconds, then silence. I also want to mention that my motherboard has a "CPU phase" indicator, and it only gets to phase 1 before shutting off, don't know if that's helpful.

Things I have tried:
Resetting RAM
Using one RAM stick at a time in each slot
Resetting GPU
Powering on the computer and pulling the power switch wire quickly
Looking for capacitors with stuff coming out
Using my old GTX 440

Specs:
Motherboard: Z77A-G45
Processor: Intel Core i5 3570k
Memory: Pny (cant find exact)
Video Card: Nvidia Geforce 660ti
Hard Drive: WD15EARS
Case: CMScout case 2
Power Supply: tx650
Monitor: HP 2159m
Operating System: Windows 7 home premium 64bit
 
could be two issues. one the old power supply failed and shut down....(over heat or dead short) when you powered it on after the over heat the unit failed and sent a power surge at took out your mb and cpu. if it was not the power supply that failed the first time it could have been the mother board vrm. see if you can smell any burnt parts on the back of the mb.
 
It looks like short circuit protection is kicking in. Check the alignment of your mobo - it might be slightly out of alignment causing a short to the case. Try removing the GPU and using the onboard graphics to see if you can boot. Also - check all the wiring to be sure it is correct.
 


No burnt parts on the MB, sniffed the whole thing twice.
 


Took my MB out, took CPU off, reapplied thermal paste, unplugged all unnecessary system fans, USB/USB3.0, and Optical drive. Tried booting without GPU in, same thing.
 
1.during all these test pull out every thing from the motherboard including all the ram all cards, keyboard mouse all usb plugs, everything but the cpu itself so theres nothing else connected to the motherboard but cpu(with heat sink on it and pluged in) and the power supply hooked up to it..
2. try to power up does it stay on for more then a sec or give any beeps?
3.Pull out the 4 or 8 pin cpu power connector does it stay on or beep at all(not the main power to motherboard)?
4.replug in cpu power connector. remove cpu does it stay powered on?

if it passes #2 something is bad that you removed(ram or something else pluged in)
if it passes #3 just by not shutting off it means that the cpu voltage reglator or cpu itself is shorted
if it passes #4 it means that cpu is most likely the shorted and is bad(if you get beeps its even more likely)
 


How come your solutions don't have an outcome where it could be the MB.

EDIT: Sorry, I just don't feel like taking apart my old build again for something that might not be valid.
