Computer boots on. No signal on monitor. Weird beeping from motherboard.

So i had this zoostorm pc that i bought a while ago and im now slowly upgrading it.

But when i swaped the case and psu for brand new ones the pc boots, the cpu and gpu fans spin but the case fans only for a fraction of a second and then stop and theres no signal on the monitor.

Also the motherboard beeps really fast, i cant count how many times but its a lot.

I have a gigabyte ga-h81m-ds2v motherboard, some i3 cpu, gt 630 gpu, corsair vs450 and a really old looking crucial 8gb ram stick.

Any ideas what is the problem? I only swapped the case and psu since i needed a new psu for a gtx 760 im getting soon and the old psu only was a cheap 250w psu.

None of those look like my problem. i have over 40 beeps as i said theyre quite fast and i didnt count them. Theyre all short and sound the same.

Update: as i said my fans are spinning only for a fraction of a second when i boot up the pc and then they stop but thats when theyre plugged into the mobo, (the cpu fan also stops when other fans are plugged into mobo) but when other fans are plugged into the psu they dont work at all and the cpu fan does actually worj but it seems weak.

The beeps are short and fast and after like 50 of them are done there are 3 a little slower and longer ones.

Then i would check the manual which might help and contact the manufacturer about this.
