Computer boots, sends beep code, no display nor power to mouse or keyboard

I recently bought a desktop computer with the following specs:
I5 660
Intel board (Not sure exact model)
4gb ddr3 ram
EVGA Geforce Gtx 260 ( havnt been able to get display with plugged in so just sits in my case)
450 watt antec power supply
2X 250gb Western digital HDD
Stock cooler

I have tried running with the gpu plugged and unplugged. Ive ran it with one and two sticks of ram. Ive removed the cmos battery and put it back in. Fans spin and everything among booting up.
