Computer bottle neck?

So i have recently upgraded my graphics card finally after about 5 years and it finally feels good to have a nice card in my system for ultra settings. This has made me curious on what my current bottle neck would be besides a monitor for vsync issues. Anyways heres my current specs per a test from 3d mark. its a improvement over the last one by about 1k points but i feel i can get more. Thank you in advance for what you can suggest.
First one is the old cards, second one is the new card

Heres how I check if you are being bottlenecked. If you play a game, and your CPU usage is about 80-100%, while your GPU is about 40-65%, your being bottlenecked. As for the pics, I doubt its being bottlenecked, however

I just got me a R9 280 3gb gpu. Been using an old HD6870 gpu 2 of them. I also have 8gb of ram though im almost always using them. I just find it strange cause when i did the test on the benchmark, it would lag greatly on that test with the old one. It runs much smoother now but not at 60fps it does run slowly sometimes but it doesnt hiccup like before.
