Computer build 700 dollars

Hi im wondering about some parts for a gaming computer build. I would like it to be around 700-800$ 850 probably max. I want some parts that will last 3 to 5yrs it could be sooner though like 2016 when skylake hits or ddr4 hits the same price as DDR3 2x4gb. I would like a overclockable cpu like a 4670k for performance but a fx 8320 or something similar is ok. I would like a monitor, keyboard, and mouse( and a mouse pad ;) ) to be included no os needed (windows 8 already). I have a ips monitor in mind http://pcpartpicker.com/part/acer-monitor-umvh6aa003. The games i would like to play are world of tanks, planetside, tomb raider,(watch dogs if gtx is included),and some other games. I would like to play games on ultra with like with a r9 280x or something oh yeah i would also want the gpu to be oc for extra performance over time. Going to win the r9 290x so i guess you can cancel out that gpu
