I'm extremely new to gaming pc's, looking to build a gaming pc, running Windows 7+ able to run GTA 5(once it comes out) and Minecraft.. Has to have Wifi compatibility in the motherboard. The most I can spend is $600, but want to stay under 550. I live in the US and please link the parts to there website!

I recommend building a PC because you're not going to find a gaming PC pre-built that's worth getting.

To play GTA V the computer must meet these requirements:

Minimum specifications:
OS: Windows 8.1 64 Bit, Windows 8 64 Bit, Windows 7 64 Bit Service Pack 1, Windows Vista 64 Bit Service Pack 2* (*NVIDIA video card recommended if running Vista OS)
Processor: Intel Core 2 Quad CPU Q6600 @ 2.40GHz (4 CPUs) / AMD Phenom 9850 Quad-Core Processor (4 CPUs) @ 2.5GHz
Memory: 4GB
Video Card: NVIDIA 9800 GT 1GB / AMD HD 4870 1GB (DX 10, 10.1, 11)
Sound Card: 100% DirectX 10 compatible
HDD Space: 65GB
DVD Drive

It would help to know what country you're currently living in so I can find the right prices and parts. Also I need to know if you need an OS.

I live in the US and TBH I don't know what an OS is, but want to have wifi to play GTA online

You should be getting a used GPU for that price.

Solution
All i'd worry about is if the GPU fits in the case if not you might have to remove some HDD bays, otherwise there definetly isn't anything to worry about every part fits together and they both will be able to play GTA 5 but obviously the 2nd one will play better, since it has 6 cores

PS : OS means Operating System and it's either Windows , Linux or Mac.

Graphically speaking, you should be perfectly fine. But since I can't see any benchmarks of the 860k on GTA V (for obvious reasons), I can't make any promises. But since the Q6600 is the minimum recommended specs, you should be fine. A stronger CPU would be nice to really make sure you will have no issues.

How much do you care about running everything at max 60 FPS?

If you can live with like high graphics at a really good FPS:

if you could squeeze in like $50 more you could get an i5 build which would be spectacular.
