Computer can't find external HDD

Hello,
I have an external hard drive that doesn't show up anywhere in windows 10. I know it works because I have an older laptop with vista and it shows up there just fine with full functionality.

Things I have tried:
-Plugging it into a different usb port. I tried all 4, it shows up in none. Other devices work just fine in all 4 ports.
-Seeing if it shows up in disk manager. It doesn't.
-Looking for hardware with a yellow exclamation point in device manager. There's none.
-Uninstalling all usb devices in device manager and having windows reinstall all drivers.
-Doing all of the above in safe mode.
-Changing power setting to disable selective suspend settings.
-Editing registry keys to turn off selective suspend settings for all usb ports.
-Refreshed Windows 10 with a new install keeping my files.

I'm at wits end here. I have a 2TB drive with important data I want to write to the external so I can copy my current 1TB drive to the 2TB as my current primary is running low on space.

System specs:
Asus G750JX-DB71
Windows 10
16 GB ram
Core I7
Nvidia 770M

Side note: When I plug in the drive I get a very faint and muzzled beep in my headsets and hear a small whir akin to the drive spinning up. Not sure if it's helpful or not, but it's out of the ordinary.
