Computer can't Identify hard drive

My bios recognize the new hard drive but when booted up I can't access it. When I go to disk management to partition it the hard drive isn't showing up either. Anyone know how to fix it?

It would be nice if you could provide more information on the issue.
Is the HDD internal or external one? Does BIOS recognize the full capacity of the drive?
You can start with something simple as just changing the cables as well as the port you are connecting the drive to.(USB if external and both SATA and power if internal)
You can try the drive on another system and see whether it will get properly recognized over there.
